Description
The Philadelphia Housing Authority is soliciting proposals from property owners and developers for new construction, acquisition, rehabilitation, or preservation of housing in Philadelphia. Proposed developments may include single-family, multifamily, mixed-use, or adaptive-reuse properties and must provide public housing units for extremely low- and low-income households, including households with incomes up to 80% of area median income. Applicants are responsible for development, financing, site control, design, approvals, construction or rehabilitation, property management, resident services, and compliance with applicable public housing, accessibility, environmental, labor, fair-housing, and Section 3 requirements. The initial award is a Letter of Commitment to negotiate a mixed-finance transaction and provide operating subsidy. Subsidy is available for eligible assisted units on a per-unit-per-month basis, capped at $500 per unit, subject to PHA and HUD approval and annual appropriations. Proposals must address the development team, experience, site and neighborhood standards, neighborhood conditions, community engagement, budgets, site control, timetable, minority participation, and certifications. The solicitation may result in one or more Letters of Commitment, but no contractual rights arise until the required transaction documents are executed.
