Description

The Metropolitan Water District of Southern California is seeking one or more consulting firms to provide state legislative advocacy and government affairs services before the California Legislature, legislative leadership, the Governor’s Office, state agencies, and regulatory bodies. The scope includes strategic advice, legislative and regulatory opportunity and risk analysis, outreach to legislative offices and agencies, advocacy strategy development, legislative correspondence, testimony, appropriations requests, briefing materials, and representation in Sacramento as needed. Key policy areas include water supply and rights, drinking water quality, water affordability and infrastructure funding, water recycling, stormwater capture, climate resiliency, drought preparedness, conservation, energy policy, environmental resources, and governance. Expected deliverables include regular legislative updates, monthly activity reports, bill and regulatory tracking and analysis, appropriations tracking, rapid alerts, strategy memoranda, meeting and hearing support, outreach summaries, and an annual state outlook. Respondents must demonstrate at least five years of relevant firm and personnel experience, principals or key personnel with at least ten consecutive years engaging California state government, and an existing Sacramento office. The response requires a technical Statement of Qualifications and a separately uploaded fee schedule with a fixed monthly rate for the five-year agreement. Insurance certificates are required only after selection, and the solicitation includes SBE/DVBE and regional-business incentives rather than a mandatory set-aside.
