The Federal Bureau of Prisons is seeking one provider to operate a Residential Reentry Center (RRC) and provide home confinement services for male and female federal offenders. The RRC requirement includes a guaranteed minimum of 16 in-house beds—14 for males and 2 for females—and an estimated maximum facility capacity of 40 beds—34 for males and 6 for females. Home confinement includes a guaranteed minimum of 8 placements and an estimated maximum of 20 placements for both male and female offenders. The contractor must furnish all personnel, management, equipment, supplies, and services necessary to operate the facility and provide comprehensive community-based correctional services, including case management, employment assistance, programming, resident supervision, transportation support, food and medical coordination, electronic monitoring, drug and alcohol testing, reporting, and compliance with the Bureau of Prisons Statement of Work. The RRC must be located in Sacramento County or one of the specified neighboring counties, and home confinement placements must be within 150 miles of the RRC facility. The contract is firm-fixed-price/IDIQ with a one-year base period and four one-year option periods; the government intends to award both line items to a single provider.
