Description
Calbright College is seeking a qualified firm to provide comprehensive California state government relations services supporting the College's growth, policy priorities, funding opportunities, and mission to serve working-age Californians traditionally underrepresented in higher education. The scope includes stakeholder engagement with state policymakers, labor, business, nonprofit, workforce, and advocacy organizations; analysis of legislation, policy, budgets, grants, appropriations, and related initiatives; and strategic counsel to the College's in-house Government Relations and Policy team. The selected firm will provide four core deliverables: coordination and communications with the College team; assessment and strategy; legislative liaison services; and administrative liaison services. Responsibilities include developing landscape scans, objectives and key results, implementation plans, monthly legislative and agency updates, quarterly budget updates and progress reports, meeting coordination, technical assistance, ad hoc briefings, and support with state programs and funding opportunities. Proposers must have at least 10 years of California state government relations experience in higher education and workforce economic development and must be registered as lobbyists with the California Secretary of State. The initial contract term is one year, with four one-year renewal options.
