Description
The California Department of Fish and Wildlife is seeking a contractor to design, develop, test, deploy, and support a centralized web-based application for the California Monitoring Program. The solution will consolidate existing Microsoft Access, SQL Server, and Survey Management Switchboard functionality into one application supporting data entry, batch uploads, custom queries, data extraction, lookup-table management, role-based access control, document uploads, and data quality assurance and quality control for statewide anadromous salmonid monitoring data. The scope includes requirements analysis, functional and technical design, database schema updates, Microsoft .NET/C# and Microsoft Azure development, cloud object-storage integration, API connections for Power BI and RStudio, security controls, accessibility testing to WCAG 2.1 Level AA, Section 508, and California AB 434 standards, production deployment, technical documentation, knowledge transfer, and post-deployment support. The approximately 12-month contract is anticipated to begin December 1, 2026, with a possible six-month time-only extension. The stated budget allocation is $488,000.
