Community Assisted and Supported Living, Inc. is soliciting sealed, firm-fixed-price bids for HOME-ARP-funded rental rehabilitation at five occupied residential properties in Naples, Florida: four duplexes and one triplex. The work includes property-specific rehabilitation described in the attached scopes of work, with bidders required to provide a total bid price and pricing by property. Bids must include applicable permits, taxes, insurance, bonds, inspection fees, and other project costs. Payment will be made through monthly reimbursement requests for completed and verified work, with 10% retainage and no deposits for materials. The selected contractor must comply with applicable HOME-ARP, HUD Section 3, VAWA, nondiscrimination, E-Verify, debarment, environmental, and federal contracting requirements. The submission package must include the completed and notarized bid submission form, a 5% bid bond, contractor's license and insurance, affirmative-marketing narrative, SAM.gov registration and UEI documentation, E-Verify certification, applicable women- and minority-owned business certifications, notarized compliance and anti-human-trafficking forms, and the listed federal contract-provision certifications. A 100% payment and performance bond will be required from the selected contractor, and the surety must be licensed in Florida and listed on U.S. Treasury Circular 570.
