The U.S. Air Force requires a contractor to engineer, furnish, install, and test new single-mode fiber-optic cable and associated outside-plant telecommunications infrastructure at Luke Air Force Base. The scope includes approximately two new handholes, 600 feet of conduit, 2,000 feet of geotextile fabric innerduct, fiber-optic cable in multiple strand counts totaling extensive new cable routes, one network cabinet, 15 fiber-optic distribution panels, cable terminations, splicing, grounding, labeling, direct-buried armored cable, and use of existing and new duct systems. The contractor must provide all labor, supervision, equipment, materials, transportation, testing, and incidentals; all supplied materials must be new, corrosion-resistant, and suitable for the installation environment. The work also requires site coordination, permits, access processing, environmental compliance, quality assurance, installation and test plans, weekly status reporting, as-built and geospatial drawings, acceptance testing, and final test reports. The contractor must provide a technical quote containing a detailed installation design, quality-control plan, staffing plan, installation schedule, and price breakdown. The award will be made on a lowest-priced, technically acceptable basis, with technical capability, past performance through the Supplier Performance Risk System, and price evaluated.
