Description

The City of Phoenix is seeking qualified contractors for an on-call, two-step, qualifications-based job order contract covering fractured aggregate surface treatment and related roadway preservation and construction services within the right-of-way. The required services include fractured aggregate surface treatment, scrub sealing, crack sealing, seal coating, microsurfacing, slurry sealing, and other incidental services. Work will be issued through individual Job Order Agreements, with scopes, schedules, and prices developed cooperatively by the City and contractor. Minor design services, cost estimating, scheduling, permitting, project management, construction management, and contract administration may also be required for individual orders. The initial contract duration is 36 months or $12,000,000 per JOC, whichever occurs first, with a potential 24-month renewal and a total contract amount not to exceed $20,000,000, including amendments. Individual Job Order Agreements are generally limited to $4,000,000 in construction costs. Up to two contractors may be selected. The solicitation requires a 10% annual Small Business Enterprise subcontracting goal, a bonding-capacity statement from a surety rated A- or better for the prior four quarters, and performance and payment bonds for each Job Order proposal before agreement execution. The initial submission is a single PDF Statement of Qualifications limited to 10 pages, plus a separate bonding statement; finalists may later submit technical and price proposals in the second step.
