Description
The City of Phoenix is seeking qualifications from contractors to perform citywide civil construction job order contracting services on an on-call basis. The scope includes civil site improvements, earthwork and dust stabilization, grading and drainage, storm drain systems, water and sewer utilities, drainage structures, concrete paving, asphalt overlay and pavement rehabilitation, landscaping and hardscape, fencing and gates, signage and striping, ADA retrofits, traffic control, and incidental work. Individual job orders may include preconstruction services, construction, project management, contract administration, cost estimating, scheduling, permitting, and limited design services. The contract is planned for 36 months or $15 million per job order contract, whichever occurs first, with an option for an additional 24-month term or the remaining balance of a total contract amount not to exceed $25 million, including amendments. Up to three contractors may be selected. Each job order is generally capped at $4 million in construction costs. The contractor must provide performance and payment bonds for each job order, maintain electronic project records, use the City's web-based project management database when required, and meet a 10.5% annual Small Business Enterprise subcontracting goal. The response requires a single PDF Statement of Qualifications of no more than 10 pages, plus a separate bonding-capacity statement from an A- or better surety company.
