Description
The State of Iowa, through the Iowa Telecommunications and Technology Commission operating the Iowa Communications Network, is seeking proposals to pre-qualify up to three vendors in each of five zones for as-needed telecommunications outside plant services. The scope includes underground and aerial construction and maintenance, directional boring, plowing, trenching, handhole and conduit installation, fiber installation and removal, rock boring and sawing, bridge and building attachments, right-of-way restoration, GPS data collection, as-built documentation, fiber splicing, and testing. Work will be assigned through individual project orders, typically below $50,000, with no guaranteed minimum volume, mileage, or spend. Labor rates are submitted through the unit price sheet; certain materials, including fiber cable, handholes, and splice closures, may be quoted or supplied on a project-specific basis. Vendors may bid on up to five zones, but no vendor may be awarded more than three. Proposals must address experience, equipment, personnel, facilities or staging arrangements, emergency-response capabilities, zone coverage, and known or anticipated subcontractors. Subcontracting and full outsourcing of field work are permitted, subject to identifying subcontractors, obtaining ICN approval before performance, and retaining full prime-contractor responsibility. Direct self-performance receives stronger qualitative consideration. The complete solicitation package requires Attachments 2 through 7: the Bid Proposal Compliance Form, Authorization to Release Information Form, Bid Proposal Submittal Form, Vendor Qualifications Response Form, Zone Bid Form, and Unit Price Sheet. The Unit Price Sheet must be submitted in native Microsoft Excel format, while other electronic files may be submitted in Word or PDF format. No bid bond is required with the proposal; bonding may be required for individual project orders.
