Description
The Iowa Communications Network is seeking proposals to pre-qualify up to three vendors per zone for telecommunications outside plant services across five Iowa zones. The scope includes underground and aerial construction and maintenance; directional boring; plowing; trenching; handhole and conduit installation; fiber installation and removal; rock boring and sawing; bridge and building attachments; right-of-way restoration; GPS data collection and as-built documentation; aerial maintenance; and fiber splicing and testing. The resulting contract supports future projects of varying sizes, generally below $50,000, with no guaranteed minimum quantity. Vendors may bid on up to five zones, with no vendor awarded more than three zones, and must provide qualifications, equipment, inventory, personnel, emergency-response capabilities, zone coverage, and unit pricing. Required submissions are the Bid Proposal Compliance Form, Authorization to Release Information Form, Bid Proposal Submittal Form, Vendor Qualifications Response Form, Zone Bid Form, and Unit Price Sheet. Proposals must be submitted in a sealed package with one original, one paper copy, and one USB drive containing the required electronic files.
