Description
The City of Phoenix is soliciting a contractor to provide comprehensive custodial services at 24 Fire Department facilities. The scope includes daily, weekly, and monthly cleaning; restroom, kitchen, carpet, hard-floor, window, exterior-area, gym, and specialized facility cleaning; floor maintenance; equipment and supply provision; waste and recycling removal; and emergency response for spills, debris, flooding, plumbing-related incidents, and biohazard cleanup. The contractor must provide trained and supervised personnel, dedicated staffing, cleaning equipment, chemicals, supplies, uniforms, reporting, quality control, and ongoing employee training. The contractor may not subcontract any portion of the work and must support background screening, badging, security requirements, and applicable CJIS clearance for employees. The agreement is for an initial two-year term beginning August 1, 2027, or the effective date if later, with three one-year options. A performance surety of $1,000,000 is required after award, and offerors must submit a bonding-ability statement with their proposal. The solicitation evaluates method of approach, qualifications and experience, capacity, and pricing; the technical proposal is submitted without pricing.
