Description
The North Carolina Department of Health and Human Services is seeking up to two vendors to provide full-service, as-needed marketing, communications, advertising, creative development, research, campaign evaluation, and media planning and buying services. Work may include audience research, surveys and focus groups, campaign strategy, messaging, graphic design, print and digital materials, websites, video, photography, translation into English and Spanish, public relations, event support, and paid media placement across traditional, digital, social, connected television, radio, transit, outdoor, and other channels. Vendors must be able to support diverse and hard-to-reach populations, manage stakeholder review, monitor media performance, and provide reporting and editable source files. The initial contract term is three years, beginning upon final contract execution, with the State reserving the right to extend the contract after the last active term. Individual scopes of work, budgets, and deadlines will be established as campaigns are identified. For evaluation, Attachment A requires a campaign approach and itemized cost proposal for a six-month direct-care-worker awareness campaign with an $800,000 budget, focused on workforce-aged individuals statewide and particularly in Cumberland, Durham, Forsyth, Guilford, Mecklenburg, and Wake Counties. The response must address the campaign approach, audience connection, success measurement, deliverables, translation, paid media, and applicable rates, with the campaign explanation limited to 10 pages or slides.
