Description
The State of Ohio, through the Ohio Department of Insurance, is soliciting a contractor to provide media buying services and optional campaign development. Media buying may be required up to three times annually, with an anticipated budget of $100,000 to $500,000 per campaign. The solicitation requires bidders to submit a commission percentage for media plans and buys; the commission is calculated on the net media-buy cost after discounts, and invoices must document the rates paid to media outlets. Campaign development may include artwork and creative materials and is priced separately as a campaign-development cost. The bidder must demonstrate public-sector media-buying experience within the last four years on campaigns valued at $100,000 or more, identify a candidate with at least two years of experience managing campaigns valued at $100,000 or more, and provide that candidate's resume. The opportunity is an Ohio MBE set-aside, and bidders must maintain active Ohio MBE certification throughout the contract term. Required submission materials also include a current certificate of insurance and the Contractor/Subcontractor Affirmation and Disclosure Form.
