Description
The City of Rialto seeks a qualified firm, nonprofit organization, or consultant to serve as an extension of City staff for ongoing administration and compliance support for CDBG, HOME, CalHome, NSP, and other housing and community development programs. Services include technical and regulatory assistance; HUD and HCD liaison support; eligibility, environmental review, procurement, labor standards, relocation, and reporting guidance; IDIS and state-system support; grant closeout; and preparation of Consolidated Plans, Annual Action Plans, CAPERs, substantial amendments, citizen participation updates, and related submissions. The scope also includes housing program support, subrecipient monitoring, compliance file reviews, capital improvement project support, audit and monitoring preparation, public meeting and City Council support, biweekly coordination meetings, and written recommendations or compliance memoranda. Proposers must demonstrate relevant CDBG, HOME, CalHome, HUD, HCD, reporting, monitoring, and federally funded capital-project experience; provide at least three similar California references from the past five years; and submit separate technical and cost proposals. The technical proposal is limited to 40 pages, including the cover letter, organization chart, resumes, and appendices, with a minimum 10-point font. Price is not part of the evaluation criteria, and the anticipated agreement is a one-year term with four additional one-year renewal options.
