The Asbury Park Housing Authority (APHA) is soliciting proposals from qualified developers to serve as Developer Partner(s) for the comprehensive redevelopment of a family public housing site in Asbury Park, New Jersey. The project involves two phases: Phase I, the Home Plate Site, will consist of approximately 101 units of family rental housing; Phase II, the Lincoln Village Site, will include approximately 88 units, comprising 60 units in a multi-family structure and 14 two-family townhomes (28 units). The total development will have at least 152 and no more than 189 units. The selected Developer Partner will be responsible for all facets of the redevelopment, including financing (e.g., LIHTCs, bonds, RAD), design, construction, disposition, and property management. The Authority anticipates a single Developer Partner to oversee the entire project, though it reserves the right to select multiple partners. The project may be undertaken via Section 18 disposition, Rental Assistance Demonstration (RAD), or a combination thereof. The Developer Partner will work closely with the Authority to secure financing, prepare applications, manage construction, and ensure compliance with HUD and other regulations. The Authority expects the Developer Partner to provide financial resources and predevelopment costs, and to involve the Authority as a co-developer and co-general partner. Proposals must include team qualifications, financial statements, a financing plan, references, and MBE/WBE and Section 3 participation goals.
