Description
The Wichita Falls Housing Authority (WFHA) is soliciting proposals for a fully integrated housing software system to replace its current Emphasys Software. The system must support the agency's operations, including financial applications (general ledger, accounts payable, tenant billing, procurement, capital fund and grant management), printing capabilities, general applications (applicant waiting list, unit management, tenant and property management, FSS program management, work order system with mobile application, utility tracking, UPCS inspection management, 50058/50059 form creation and submission, PIC file generation, rent calculation, PHAS reporting, housekeeping and annual inspections, end-user reporting, executive dashboard, report/letter generation, query and analytic tools), and other desired features such as an online resident portal, integration with online banking, direct payroll, integrated document imaging, mobile work order capability, online housing applications, and electronic communication with residents. The software must comply with federal and state privacy regulations, integrate with an electronic document management system, support customized reports and letters, and allow remote business conduct. The contract will be for a three-year period with an additional two-year optional renewal, with a target start date of June 1, 2027. Proposals are due by September 24, 2026 at 2:00 PM CST.
