Description
The County of Riverside, through its Department of Public Social Services, is seeking qualified firms or individuals to provide professional grant writing services on an as-needed basis. The contractor will research and identify federal, state, local, private foundation, and other funding opportunities; develop funding strategies; prepare and submit competitive grant applications; and provide related grant administration support. Work may support DPSS divisions serving children, families, adults, self-sufficiency programs, foster youth, older adults, individuals experiencing homelessness, and other vulnerable populations. The contractor must have demonstrated success securing grant funding and will identify relevant opportunities, while DPSS will provide program data, budgets, outcome metrics, letters of support, attachments, and required organizational documents. Grant applications may be submitted through applicable external portals by the contractor. Assignments will be initiated through written requests or project-specific scopes of work, and compensation will be based on hourly rates. Subcontracting is permitted, subject to the solicitation's subcontracting provisions. The addendum confirms that there is no incumbent contractor, local and small business preference programs do not apply, and the sample agreement's 10% cash or in-kind match requirement does not apply to this contract.
