The City of Lompoc seeks qualified real estate development and financial partners to deliver a demonstration workforce housing project for essential public employees and other regional workers earning approximately 80% to 120% of area median income. The project is planned for one City-owned infill property and will include an attractively designed neighborhood enclave of two- and three-bedroom units ranging from approximately 1,000 to 1,400 square feet. The site supports up to four units, with infrastructure planned for all four and rapid construction initially focused on two units. Respondents should propose innovative, code-compliant construction methods—such as precision-cut assemblies, 3D printing, manufactured components, or modular construction—that reduce construction time and per-unit costs while maximizing energy efficiency and disaster resilience. Responses must address the Statement of Objectives, including construction velocity, 14-day backup-power and utility resilience, affordability for the target workforce, architectural integration with the surrounding historic area, financial viability, partnership structure, and potential scalability to additional sites.
