Description
The City of Santa Barbara is seeking a qualified consultant team to conduct up to a two-year study of raw seawater entering the Charles E. Meyer Desalination Plant. The work will characterize physical, chemical, and biological water-quality conditions and variability, including seasonal and episodic events such as algal blooms, and evaluate how source-water conditions affect desalination treatment performance and operational reliability. The scope is organized into three phases: review of plant operations and development of a raw-water sampling and monitoring plan; support for installation and testing of monitoring equipment, including installation plans, equipment lists, cost estimates, standard operating procedures, troubleshooting, and operator training; and data collection, analysis, regular reporting, and a final report with findings and recommendations. Proposers must demonstrate at least 10 years of relevant experience, recent comparable projects, marine biological or phytoplankton monitoring expertise, and at least three comparable references from the last 5–10 years. Proposals are limited to 10 pages, excluding specified materials, and must include a cost proposal, work plan, key personnel information, and a non-collusion declaration.
