Description
The City of Ventura is seeking a qualified consultant to administer its first-time home buyer loan program, known as the Down Payment Assistance Program. The consultant will manage the entire cycle of the program, including marketing and outreach, handling inquiries, conducting a lottery for household selection, verifying eligibility, processing and underwriting loans, managing the close of escrow, and providing quarterly reports to the City. The program is funded by the Permanent Local Housing Allocation (PLHA) grant from the California Department of Housing and Community Development (HCD), and the consultant must comply with specific state regulations and reporting requirements. The program will initially support two households with loans up to $130,000 each, with potential for additional funding to support six more households. The consultant will also monitor and report program income from loan repayments for reuse in future loans. The contract will be a Professional Services Agreement with the City, and the selected firm must provide insurance as specified in the agreement.
