Description
The City of San Buenaventura (Ventura) is soliciting proposals for a long-term public-private partnership (P3) to expand and operate a fiber-to-the-premises (FTTP) network. The City owns a 30.7-mile fiber backbone and conduit network and seeks to bring fiber competition to approximately 49,000 serviceable locations (90% of the City) that currently lack fiber options. The selected partner(s) will be responsible for network operations and maintenance, construction and permitting, retail marketing and sales, customer installation and repairs, billing and support, and providing two diverse 10 Gbps direct internet access feeds for City use. The City is open to negotiating a fair exchange for rights to fiber strands and conduit occupancy, including IRU fees, dark fiber leases, revenue share, or in-lieu payments. Proposals must address the response format, including background, financial health, partnership description, pricing, retail services, subcontractors, references, and required documentation. The contract will be awarded based on qualifications, references, and price/terms, with a total of 100 points.
