Description
Westmoreland County is requesting proposals from qualified parties for a non-exclusive license to use the autopsy suite/morgue, body receiving and garage area, and restrooms at the Westmoreland County Forensic Center to conduct autopsies. The successful proposer may perform autopsies for Westmoreland County and up to five additional counties combined, subject to the County's priority and other stated restrictions. Proposers must identify anticipated county users, any existing county agreements, and whether private autopsies are contemplated. The proposer must provide licensed and qualified personnel, including board-certified pathologists with at least two years of forensic pathology experience beyond residency or fellowship, current Pennsylvania medical licensure, curricula vitae, professional references, and required litigation, licensing, regulatory-investigation, and performance information. The proposer is responsible for supplies, equipment other than existing autopsy tables, biohazard-waste removal, cleaning and disinfection, quarterly deep cleaning, permits, personnel screening, and compliance with applicable laws and facility procedures. The proposal must include a per-autopsy payment offer to the County and proof of required insurance, including general liability, workers' compensation, automobile liability, professional liability, excess coverage, and hazardous-substance-related coverage. The initial license term is one year, with two possible additional one-year extensions.
