Description
The City of Pittsburgh, on behalf of the Equipment Leasing Authority, is soliciting a manufacturer to rebuild one specialized foam and suppression-agent apparatus by repurposing an existing 2020 Freightliner M2 106 four-wheel-drive chassis and salvageable components. The completed apparatus must support foam transfer, water distribution, dry-chemical suppression, emergency response, and severe-service operation, with detailed engineering, fabrication, electrical, plumbing, body construction, equipment installation, testing, certification, delivery, training, and warranty requirements. Proposals must include detailed apparatus specifications, exact proposal drawings, manufacturing and delivery schedules, facility and service capabilities, manufacturer history and references, financing and prepayment options, pricing, a five-percent bid guarantee, and the required good-faith effort documentation for minority-, woman-, and veteran-owned business participation. The apparatus must comply with applicable NFPA 1900, OSHA, FMVSS, DOT, Pennsylvania Department of Transportation, and Underwriters Laboratories requirements. The selected contractor must perform specified manufacturing work in-house, provide a nearby authorized service facility, and supply required certifications, inspections, warranties, and documentation.
