Description
The City of Pittsburgh is soliciting bids for a one-time construction project to stabilize an underground coal mine beneath Fort Pitt Park and its football field before park renovation. The selected contractor must survey and stake injection locations; drill, case, and grout approximately 143 six-inch injection holes; perform exploratory NX or NQ borings; provide and operate the grout plant, pumps, equipment, labor, and materials; dispose of drill cuttings, wastewater, and waste grout; and restore the site after completion. The specifications require grouting and concrete placement methods that may be adjusted based on subsurface conditions and direction from the Geotechnical Engineer. Bidders must document at least five mine-stabilization projects successfully completed within the last three years, including project descriptions, owner names, and current owner phone numbers. The bid must include the City’s EORC Participation Form and documentation of DBE outreach and commitments, along with the required vendor, tax, contact, and pricing submissions. This is a Pennsylvania prevailing-wage project. A bid guarantee of up to five percent of the bid total is required; performance and payment bonds, each for 100 percent of the contract price, and specified insurance are required upon award. The contract is identified as a one-time project, with work anticipated after the football season and before the park renovation in late fall or early winter 2026.
