Description
The Urban Redevelopment Authority of Pittsburgh (URA) is issuing a Request for Proposals (RFP) for the purchase and development of Parcel 29-B-315, a 1.32-acre site located within the Pittsburgh Technology Center (PTC). The goal is to select a developer who will advance the Preliminary Land Development Plan (PLDP) for the PTC, which encourages the growth of advanced technology industries. Key development principles include creating a mixed-use component with retail and potential residential uses, expanding the district while complementing existing structures, and enhancing public spaces for better connectivity and animation. The URA encourages innovative and creative responses, including proposals for uses outside of those detailed in the PLDP. Developers should consider that there is no commitment by the URA to provide subsidy for this project. The site is a former brownfield, remediated and developed into a campus-like environment with utility connections and street accessibility. It is strategically located with access to universities, hospitals, downtown Pittsburgh, and major transportation routes. The site is zoned SP-1 (Specially Planned District), which offers a flexible framework for development. Proposals must include a description of the proposed renovation and re-use, schematic drawings, a preliminary development pro forma, a financing plan, any requested subsidy, and details on sustainability practices. Specific requirements include a Minority and Women Business Enterprise (MWBE) narrative demonstrating efforts to meet participation goals (18% minority, 7% women) and a Minority Workforce Inclusion (MWI) narrative demonstrating efforts to meet the City's 12% minority workforce inclusion goal. Three client references are also required.
