Description
The City of Pittsburgh is seeking a resident-facing mobile application and web-based tool for waste and recycling engagement, education, and outreach. Required capabilities include curbside collection calendars, reminders and targeted notifications, searchable disposal guidance covering locally accepted materials, drop-off location information, resident issue reporting, multilingual access in English, Spanish, and Mandarin, ADA compliance, and integration with municipal websites and services such as 311 and GIS platforms. The solution must support administrative content and rule management, real-time analytics, data export through an open REST API, City ownership and access to collected data, U.S.-based cloud hosting, cybersecurity controls, and WCAG 2.1 Level AA accessibility. Highly desirable features include image recognition, interactive lessons, games, community performance tracking, online payment or pickup scheduling, and additional language support. Proposals must include qualifications and references, project team information, an approach and work plan, detailed pricing, completed functional and technical requirements, and required vendor and equal-opportunity forms.
