Description
Pittsburgh Public Schools is seeking one qualified health benefits consulting firm to support administration and strategic management of its self-funded employee benefits program. The scope covers medical, prescription drug, dental, vision, employee assistance, behavioral health, wellness, flexible spending and health savings accounts, life, accidental death and dismemberment, disability, voluntary benefits, and other employee welfare programs. Services include three-year benefits strategy development; plan design, benchmarking, utilization, claims, trend, network, vendor, and financial analysis; PBM management; carrier and vendor selection and transition support; renewal negotiations; self-insured budget, reserve, funding, COBRA, and stop-loss recommendations; regulatory compliance guidance; employee communications and education; customer service and claims escalation; enrollment platform support; wellness initiatives; and ongoing reporting. Proposals must address the listed general questions, identify the proposed consulting team and qualifications, disclose compensation and conflicts of interest, provide relevant client references, and include a sample consulting services contract. The proposal must cover a minimum three-year period from January 1, 2027, through December 31, 2029.
