Description
The U.S. Army Corps of Engineers, Pittsburgh District, plans to procure rehabilitation of the Etna Federal Local Protection Project along West Little Pine Creek in the Borough of Etna and Shaler Township. The work addresses severe erosion and structural damage to the channel and embankment and includes temporary water diversions, pumping and dewatering, erosion and sediment controls, excavation and off-site disposal of sediment and debris, embankment reconstruction with compacted soil fill, installation of non-woven geotextile fabric, replacement of R-4 riprap, recasting of concrete-sealed stone and slope protection, and final seeding and grading. The anticipated construction cost is $200,000 to $450,000, with a resulting firm-fixed-price purchase order and a 120-calendar-day performance period after written Notice to Proceed. The procurement is a 100% total small-business set-aside. Contractors must provide project submittals, including a Quality Control Plan and Accident Prevention Plan, comply with USACE safety requirements, and furnish a full-time Level 1 Site Safety and Health Officer. Key personnel qualifications include five years of relevant experience for the Project Superintendent and Quality Control System Manager, with a valid Construction Quality Management for Contractors certification required for the latter. Offers will be evaluated on price and past performance.
