Description
The Defense Health Agency Contracting Activity intends to negotiate a sole-source requirements indefinite-delivery contract with Bode Cellmark Forensics Inc. for annual forensic and DNA proficiency-testing subscriptions supporting the Armed Forces DNA Identification Laboratory. The requirement includes IQAS 20 and IQAS 40, including Forensic Biology Series, DNA Sample Specific Series, and Database Testing Series proficiency tests. Testing materials include bloodstains, dried body-fluid stains, dried saliva samples, semen swabs, and reference bloodstain cards, supporting autosomal STR, Y-STR, mitochondrial DNA, and database testing. The tests must be supplied by a provider approved by the American Society of Crime Laboratory Directors/Laboratory Accreditation Board to support laboratory accreditation. Tests will be ordered and delivered at scheduled intervals, with quarterly testing for assigned analysts and final analysis and results provided to the laboratory. The stated period of performance is November 18, 2026, through November 17, 2031, consisting of a base year and four option years. The estimated total value stated in the performance work statement is $403,150.06 across the two deliverables, although the document also contains inconsistent subtotal and total figures.
