Description
The City of El Paso is seeking a stop-loss insurance provider for its self-funded medical plans, with coverage effective January 1, 2027. Proposers must quote individual stop-loss options at $400,000, $425,000, and $450,000, provide an overall composite rate across available medical plans, and address paid or 36/12 contract bases, 100% reimbursement, unlimited individual policy-year and lifetime payment limits, plan mirroring, waiver of actively-at-work and late-entrant provisions, unrestricted run-in claims, 12 months of run-out coverage, no new lasers at renewal, renewal proposals within 120 days of expiration, and optional advance or accelerated funding. The scope also includes claims processing and administration support, monthly claims experience and data-warehouse reporting, standard reports, claims audits, dedicated reporting support, HIPAA-compliant data transmission, implementation and open-enrollment support, renewal underwriting, and compliance with the employer's plan documents. The proposal package requires completion of the supplied pricing spreadsheets, claims-processing financial-stability questionnaire and proposal-specifications workbook, three comparable-contract experience forms, and the Mandatory Forms packet. The solicitation provides current plan, census, claims, and stop-loss reference information for underwriting. Amendment A001 adds a second non-mandatory pre-proposal conference on September 8, 2026, and adds References 13 through 22 for reference only.
