Description
Delaware Technical and Community College is soliciting proposals from qualified insurance carriers and third-party administrators to provide a comprehensive vision benefits program for eligible employees and covered dependents. The selected provider must offer broad provider access, claims administration, customer service, enrollment and deletion processing, member tools, monthly claims reporting, and support for COBRA, HIPAA, open enrollment, coordination of benefits, actively-at-work provisions, and no-loss coverage transitions. Vendors must be licensed and authorized to transact insurance business in Delaware and must describe their experience, financial strength and A.M. Best rating, administrative capabilities, references, benefit materials, reporting, participation requirements, and any deviations from current coverage. Coverage is expected to begin July 1, 2027, for an initial three-year period, with up to three one-year renewals. Quoted rates must be guaranteed for the initial three years. Proposals must include the required pricing form, specimen policies, a transmittal letter, business references, and specified completed attachments. The submission requires four paper copies and one electronic copy on a USB drive, with the electronic pricing file separate from the remaining proposal materials.
