Description
The Defense Health Agency is conducting market research to inform a pilot program required by Section 734 of the Fiscal Year 2026 National Defense Authorization Act. The pilot would allow eligible regular-component Army, Navy, Marine Corps, Air Force, and Space Force members and their TRICARE-enrolled dependents to obtain separate fixed-indemnity supplemental insurance for cancer-related screening, diagnosis, treatment, and other expenses not covered by TRICARE or other Department of Defense benefits. Responses should address plan design and coverage scope, exclusions and limitations, eligibility verification and enrollment, premiums and beneficiary-paid arrangements, claims and payments, portability and overseas coverage, reporting and oversight, privacy protections, carrier qualifications, and potential participation under no-cost or similar contract terms. The response must specifically address the listed RFI questions rather than consist solely of a general capability statement and may not exceed 20 pages. This is a request for information for market research and program design, not a solicitation for proposals or a commitment to award a contract.
