Description
The Defense Health Agency is conducting market research for a pilot program offering fixed-indemnity supplemental cancer insurance to eligible regular-component service members and TRICARE-enrolled dependents. The attached government responses clarify that the pilot is not intended to cover non-FDA-approved treatments beyond statutory exceptions, excludes Reserve Component and Coast Guard members, is expected to use at least two independent national plans, and requires coverage to be offered on an after-tax basis. Carriers would be responsible for enrollment, and DHA anticipates providing limited demographic and medical claims data subject to privacy and information-sharing agreements. The pilot is expected to meet the statutory September 2027 deadline and is not intended to become permanent. Carriers are asked to address plan design, coverage and exclusions, eligibility and enrollment, premiums, claims, reporting, qualifications, privacy, and acquisition approaches. Written responses are limited to 20 pages and must address the RFI topics. DHA is also planning virtual one-on-one vendor meetings anticipated for November 19, 2026; interested vendors should email James Goddard to request a meeting. The RFI is for market research and does not commit the Government to a solicitation or award.
