Description
The Metropolitan Water District of Southern California is seeking consultant services as a third-party administrator for its self-insured liability and property claims program. The scope includes incident and claim intake, file maintenance, reserve estimation and review, investigations, liability assessment, settlement negotiations, releases, subrogation support, litigation assistance, trust-account settlement processing, and coordination with excess insurers and brokers. The consultant must provide monthly loss runs, statistical and fiscal summaries, reserve and claims reports, actuarial and audit support, annual open-case reviews, and other risk-management information. Respondents must demonstrate at least five years of relevant third-party administration experience, including three years handling public-entity business; maintain required California independent adjuster licensing for applicable key personnel and sub-consultants; have been in business for at least five years; and maintain a claims office in Southern California. Proposals must include qualifications and staffing information, past-performance examples, technical approach, two sample reports, a fixed-price cost proposal, and the specified business, compliance, contact, and conflict-of-interest forms.
