Description
Sacramento County is seeking a qualified third-party administrator to provide comprehensive liability claims adjusting and administration services for its self-insured liability program. The contractor will investigate, evaluate, negotiate, defend, settle, and resolve existing and new claims; perform reserve analysis; coordinate litigation and defense counsel; process payments; pursue subrogation and recoveries; maintain claims records and a secure claims management information system; and provide financial, regulatory, Medicare, PRISM, and statistical reporting. The contractor must provide rapid local response for significant incidents, support claim transitions, participate in regular strategy and risk-management meetings, prepare annual reports for the Board of Supervisors, and recommend loss-prevention initiatives. Proposers should demonstrate extensive experience administering liability claims for California public entities, including law-enforcement, employment-practices, civil-rights, and medical-malpractice exposures. The County averages approximately 750 new liability claims and nearly 100 litigated claims annually; its program includes a $2 million general-liability self-insured retention, full self-insurance for medical-malpractice claims, and excess liability coverage through PRISM.
