Description
The U.S. Department of State is seeking a licensed insurance company approved by the U.S. Department of Labor to enter into an unfunded rate agreement and provide Defense Base Act workers' compensation insurance for Department of State contracts and subcontracts involving overseas performance. The insurer must provide coverage at fixed rates for services, construction, and security employees across Travel Advisory Levels 1 through 4, without assessing minimum premiums. The agreement does not guarantee premium volume or government payment, and eligible contractors are required to procure DBA insurance from the selected insurer. The insurer must handle DBA claims in accordance with applicable law and reporting procedures, including timely acknowledgment, investigation, adjudication, and WHCA reimbursement claims. Required deliverables include quarterly, semi-annual, annual, premium, refund, and award close-out reports. The technical quote is limited to five single-spaced pages, and the price quote must be completed using the attached Excel workbook.
