Description
San Bernardino County Community Development and Housing Department is soliciting a qualified property management company for the 76-unit Orange Blossom Permanent Supportive Housing property at 450 North G Street in San Bernardino. The contractor will manage daily operations, leasing, rent collection, resident files, inspections, lease enforcement, unit turnover, maintenance coordination, vendor management, safety and security coordination, emergency response, financial management, compliance monitoring, and reporting. Required staffing includes a full-time property manager, administrative or resident-services staff, a maintenance technician, janitorial/porter coverage, an on-site qualified management staff member, 24/7 security coverage, and a 24-hour on-call system. The contractor must have experience with permanent supportive, affordable, Homekey, or other service-enriched housing and coordinate with County departments, behavioral-health personnel, supportive-service providers, residents, vendors, and contractors. Operations must comply with Housing First principles, fair-housing and accessibility laws, Homekey and HOME-ARP requirements, affordability and occupancy restrictions, tenant protections, confidentiality requirements, and applicable California prevailing-wage and public-works obligations. The contract term is a maximum three-year period with two one-year extension options.
