Description
Davis County is seeking a vendor to facilitate the full lifecycle of a multifamily Permanent Supportive Housing and Transitional Housing project for individuals and families experiencing or at imminent risk of homelessness. The proposed facility must include at least 60 residential units, primarily studios and one-bedroom units, for households with incomes at or below 60% of Area Median Income, along with office and communal space for on-site supportive services such as mental and behavioral health services, case management, education, job training, and potential clinical healthcare services. The selected vendor will be responsible for site development, architectural design, permitting and entitlements, construction management, financing strategy, tenant referral and selection coordination, affordability maintenance, continuous security and desk staffing, property maintenance, long-term property management, service coordination, reporting, and compliance with applicable local, state, and federal requirements, including HUD environmental review requirements. Proposals must include a preliminary site plan, unit and commercial-use descriptions, a case management strategy, relevant experience, three to five similar customer references, a preliminary development schedule, estimated total project cost, and anticipated financing sources. The County anticipates entering into a long-term ground lease and an operations agreement with the selected vendor.
