Description
The City of Vancouver is seeking an experienced non-profit housing provider to assume operation of Skeena House, a 57-room social housing property at 3475 East Hastings Street, and commence a planned winddown before redevelopment. The selected provider will operate the site on a 24/7 basis, maintain the building and its systems, provide resident support services including meals and access to health and community services, and manage the relocation of all remaining tenants into suitable alternate accommodation in compliance with the Residential Tenancy Act. The scope includes property and asset management, building and grounds maintenance, janitorial and security services, utilities, staffing, tenant management, community partnerships, emergency response, financial administration, and relocation planning. Proponents must submit organizational and comparable-property experience, an operating strategy, staffing plan, tenant-management and relocation approach, detailed operating budgets and cash flows, financial statements, references, insurance information, supplier-code compliance, subcontractor information, and other required proposal forms. The agreement is described as a two-year lease and grant arrangement, with the selected provider expected to take over operations on March 1, 2027, subject to the stated approval process.
