Description
The Connecticut Department of Transportation is seeking a qualified contractor to manage real estate interests associated with state-owned passenger and freight rail lines, railroad rights-of-way, stations, and related public transportation properties. The scope includes administration of more than 500 existing lease and license agreements; revenue-opportunity assessments; advertising procurement support; station brokerage; lease, license, permit, and crossing agreement development and renewals; encroachment identification and remediation; and real estate advisory services. The contractor must evaluate, procure, configure, and deploy a commercially available property management system with GIS mapping, agreement and payment tracking, automated notifications, electronic payment functionality, reporting, and a Property Entry Permit System. The contractor will also prepare reports, transition and management plans, support CTDOT procurement activities, monitor insurance and payment compliance, and assist with revenue enhancement strategies. Proposals must include a technical and management approach, project team information, relevant experience and references, and pricing using the provided Price Proposal Form. An OPM Ethics Form 1 must also be completed and submitted.
