Description

San Mateo County, through its Department of Housing, is seeking qualified developer teams to submit qualifications and a conceptual proposal for redeveloping an approximately 20,500-square-foot County-owned property into mixed-income affordable housing. The site currently contains a County-operated law library. The proposed project is expected to provide low-, moderate-, and middle-income housing, generally as rental housing, with a preference for employees of public agencies within San Mateo County, including County employees. The selected Developer/Owner would develop, own, maintain, and manage the improvements under a long-term ground lease while the County retains ownership of the land. Proposals must demonstrate affordable and deed-restricted housing experience, organizational and financial capacity, and the ability of proposed subcontractors to perform the work. Required materials include team qualifications and experience, staffing and organizational information, development and financing concepts, financial narratives and 30-year pro formas, site and massing concepts, conceptual drawings, marketing and resident-services plans, community outreach, and supporting forms and documentation. The County may contribute up to 80% of total development costs, including up to $250,000 in initial predevelopment funding after execution of an Exclusive Negotiating Agreement, subject to County approval.
