San Bernardino County Department of Behavioral Health is seeking qualified nonprofit or for-profit organizations to provide Children's Residential Intensive Services (ChRIS) for Medi-Cal-eligible children and youth placed in Short-Term Residential Therapeutic Programs (STRTPs). Services include specialty mental health services such as assessment, therapy, rehabilitation, plan development, medication support, crisis intervention, targeted case management, linkage and consultation, placement support, Intensive Care Coordination, Intensive Home-Based Services, and Therapeutic Behavioral Services when authorized. Providers must integrate services with the Integrated Core Practice Model, coordinate with child and family teams and county agencies, support trauma-informed care and permanency, and continue transition services for up to two months after a youth leaves the STRTP. The County may award contracts to one or more providers for an active list of eligible service providers; no minimum or maximum referral volume or revenue is guaranteed. Providers must meet STRTP licensing and accreditation requirements, maintain Medi-Cal certification, provide qualified clinical and residential-support staff, submit required outcome and billing data, and provide transportation and 24/7 emergency-response availability. The contract period may run up to four years and six months, with an initial start date of January 1, 2027, contract execution, or youth placement, and an end date of June 30, 2031.
