Description
Contra Costa County Health Department is seeking a qualified contractor to provide comprehensive out-of-state Medicaid billing, commercial insurance billing, and denial follow-up services for claims arising from County healthcare facilities. The scope includes claims preparation, submission, processing, eligibility verification, provider enrollment assistance, claim tracking, denial analysis, appeals, resubmissions, underpayment recovery, payer communications, and revenue-cycle optimization across all 50 states and the District of Columbia. The contractor must support Epic integration, secure data transfers, claim-tracking and reporting systems, HIPAA/HITECH compliance, quality assurance, and detailed performance reporting. Required proposal materials include experience, technical approach, pricing, customer references, anti-collusion certification, business registration, addendum acknowledgment, applicable permits and licenses, and a certificate of insurance. The initial agreement term is two years with three optional one-year renewals. The County estimates total funding of up to $2,000,000, for planning purposes only.
