Offers that do not comply with all Instructions to Offerors may be disqualified. Solicitation packages can be obtained by going directly to: goodyearaz.bonfirehub.com Attendance at the Pre-Offer Conference is not mandatory; however, Offerors are strongly encouraged to attend. Offerors are also strongly encouraged to read entire solicitation prior to Pre-Offer Conference. Attendees may select the Microsoft Teams meeting link listed in the solicitation document. Pre-Bid Conference: September 17, 2026, 9:00 AM Pre-Offer Location: Microsoft Teams - We will post meeting invites to the Pre-Offer Conference on the “Schedule of Events” and to “Public Notices” in Bonfire. The bid opening will be held live on Microsoft Teams. The meeting link is posted on the second page of the solicitation. All communications concerning this solicitation must be directed to responsible staff person identified above, via email only. Description
The City of Goodyear is requesting proposals from qualified firms to administer employee health benefits effective July 1, 2027. The scope includes medical and dental benefits, pharmacy benefit management, stop-loss insurance, medical administrative services, an employee assistance program, flexible spending accounts, health savings accounts, and voluntary or supplemental insurance services. Respondents may propose any combination of the service categories. The City seeks integrated administration, claims and care management, provider networks, wellness initiatives, member communications, reporting and analytics, performance guarantees, and coordination with its on-site wellness center. The solicitation requires a transition and implementation plan, detailed service-category responses, pricing, and at least three similar client references. Proposals must be submitted through the City's Bonfire procurement portal; emailed or otherwise delivered offers will not be considered. The Offer and Acceptance document, Attachments A through D as applicable, and required pricing materials must be completed and submitted in the specified formats.
