Description
Contra Costa County Sheriff’s Department is seeking qualified vendors or individual providers to deliver on-site, multi-faith chaplaincy services at four detention facilities. The scope includes facilitating and supervising worship services, religious education, and study groups; providing individual pastoral counseling and spiritual care; supporting religious accommodation across recognized faith traditions; and maintaining a referral network or volunteer program involving clergy, laity, seminary students, and community members. The provider must support death and critical-illness notifications, grief counseling, suicide-risk response, critical-incident support, and after-hours family-crisis coverage. The contract requires two full-time chaplains and one part-time chaplain, substitute or relief coverage, service reporting with statistical summaries, and the provision of books, written materials, handouts, and equipment. Proposers must demonstrate at least two years of chaplaincy experience, with correctional, healthcare, or institutional experience preferred, and must satisfy facility security, background-investigation, licensing, registration, and insurance requirements. The agreement is scheduled for July 1, 2027, through June 30, 2030, with two additional one-year extensions available upon mutual approval.
