Description
The Contra Costa Transportation Authority is soliciting unit-price bids for the Countywide Smart Signals Project, which will upgrade legacy traffic signal systems and improve real-time transportation information exchange at approximately 365 intersections across Contra Costa County. The work includes installation, integration, configuration, testing, and commissioning of traffic signal controllers and cabinets, conflict monitors, video/radar detection systems, battery backup systems, Ethernet switches, wireless radios, cellular routers, CCTV cameras, emergency vehicle preemption equipment, accessible pedestrian signals, signal heads, backplates, pull boxes, conduit, and cabling. Existing equipment must also be removed and salvaged where specified. The contractor must establish and test countywide communications and systems integration, including regional and local advanced traffic management systems, center-to-center communications, managed SD-WAN services, network segmentation, VPN connectivity, safety analytics connectivity, and real-time data and video transmission. The scope also includes traffic control, network testing and documentation, as-built plans, quality control, prevailing-wage public-works construction, and federal-aid requirements. The engineer's estimate is $10,037,287, the contract requires completion within 260 working days, and the contractor must provide a 10 percent bid guaranty, 100 percent payment and performance bonds, and required insurance.
