Description
The Livermore Amador Valley Transit Authority is soliciting bids for construction services to upgrade its Transit Signal Priority system to a cloud-based solution across designated signalized intersections in Livermore, Dublin, and Pleasanton. The scope includes furnishing and installing traffic signal controllers, controller cards, firmware, licenses, and NTCIP 1211-compliant Transit Signal Priority modules; removing existing queue-jump equipment; performing electrical, communications, and traffic signal modifications; and integrating, configuring, testing, and commissioning the field equipment with the cloud-based system. The contractor must provide traffic control, permits, utility coordination, construction surveying, scheduling, training, as-built documentation, and final deliverables while maintaining transit and vehicular operations. This is an Invitation for Bids for a public works contract. The work must be completed within 90 days after the Notice to Proceed, with substantial completion required within 80 days. Bidders must possess a valid California Class C-10 contractor's license and either an IMSA Level II Traffic Signal Technician Certification or qualified certified electricians with documented traffic-signal experience. The bid requires a 10% bid security; the successful bidder must provide performance and payment bonds each equal to 100% of the awarded contract amount. Required bid materials include the bid forms, references, non-collusion declaration, disqualification questionnaire, lobbying certification, Buy America certification, federal tax and felony certification, and prime contractor/subcontractor/supplier report.
