Description
The City of Weatherford is seeking a qualified, licensed insurance consultant to advise on and support its employee and retiree benefits programs. The scope includes benefits planning, analysis, design, implementation, administration, management, funding analysis, claims and utilization review, renewal strategy, carrier and third-party administrator negotiations, vendor performance monitoring, employee education, and assistance with benefit-plan communications and meetings. The consultant will also coordinate competitive proposal processes for benefit vendors and support implementation of new or revised programs. The engagement includes compliance assistance for requirements such as ACA reporting, Transparency in Coverage, Medicare Part D reporting, PCORI fees, Gag Clause Attestation, COBRA, HIPAA, and nondiscrimination testing. Proposers must provide firm qualifications, relevant public-sector experience, proposed staffing, service approach, consultant questionnaire responses, pricing consisting of an annual retainer and hourly rates, and required licensing documentation. The contract is anticipated to be a three-year firm-fixed agreement with two additional one-year renewal options.
