Description
Alameda County's General Services Agency is soliciting a contractor to provide complete shuttle bus operations for five established routes serving County facilities and regional transit hubs in San Leandro, Oakland, and Hayward. The scope includes furnishing or leasing buses, drivers, fueling, cleaning, maintenance, permitting, ADA and regulatory compliance, route operations, special-event service, backup vehicles, and service continuity. Buses must be model year 2016 or newer, carry at least 20 passengers and two bicycles, and include required safety, communications, GPS tracking, and ridership-counting capabilities. The contractor must maintain high operational performance, including 99% vehicle availability and GPS uptime, 98% on-time performance, 100% scheduled-trip completion, rapid deployment of replacement vehicles, daily inspections, preventive maintenance, incident reporting, and monthly activity and maintenance reports. The response must include the County's Bid Response Packet and Excel Bid Form, a description of proposed services addressing the specified operational, maintenance, and reporting requirements, key personnel information, three comparable references, required certifications and declarations, and any applicable SLEB participation information. Responses must be submitted electronically through the County procurement portal; email, fax, and hard-copy responses will not be accepted.
