Description
Contra Costa County is seeking one or more qualified communications firms to provide on-call, as-needed support to the Community Education & Information unit within Contra Costa Health. The scope includes strategic communications consultation, crisis and issues communications, public awareness and behavior-change campaign planning, audience research, market analysis, community engagement and outreach strategy, media planning, advertising placement and management, campaign evaluation, benchmarking, reporting, and related technical assistance. Firms must demonstrate experience with public health, healthcare, or comparable public-sector organizations; culturally responsive and linguistically appropriate communications; health literacy; crisis communications; and handling confidential health information. Proposers must provide a cover letter, a proposal of no more than 15 pages, the Statement of Experience, hourly-rate Proposal Price, at least three customer references, Anti-Collusion Statement, Addenda Acknowledgement, applicable permits and licenses, and a Certificate of Insurance with endorsement letter. The initial agreement term is three years, with two optional one-year renewals. Work will be assigned as needed based on County priorities and available funding, and the County may award to one or multiple contractors.
