Alameda County Housing and Community Development Department (HCD) is issuing this Request for Qualifications (RFQ) to establish a pool of qualified development partners for the Scalable Housing Infill Funding Toolkit (SHIFT) program. The program aims to spur new housing creation through two pilot programs: the Multifamily Development Pilot Program, which provides per-unit subsidies for constructing 4-16 unit infill rental housing affordable to low-income households (60-80% AMI) with a total development cost cap of $600,000 per unit; and the Senior ADU Pilot Program, which provides comprehensive assistance to senior homeowners for developing detached, two-bedroom, fully accessible ADUs on their properties. Qualified developers will be eligible to bid on future funding opportunities and site-specific RFPs under the SHIFT program. Developers must demonstrate experience in designing and building middle-sized and single-family housing, and may apply for one or both typologies. The RFQ remains open for continuous submittal of qualifications with no due date.
